A bill to direct the Administrator of Environmental Protection Agency to develop and demonstrate a water resources-aquatic plant management project and to provide grants for scientific research to support such project.

Directs the Administrator of the Environmental Protection Agency to develop and demonstrate a program in water resources-aquatic plant management in the form of a management model system. Requires the Administrator to develop a mechanism for peer review of such system. Requires the system's completion within three years of enactment of this Act. Directs the Administrator to report to the Congress a three-year plan of implementation and annually on the activities carried out under this Act.

Authorizes appropriations for FY 1988 through 1990.
