Amends the Securities Exchange Act of 1934 to prohibit any securities trader who trades for his or her own account or any account in which such trader has trading discretion and also executes orders for any other person from owning, controlling, having a beneficial interest in, or entering into any contract or contract for future delivery in any financial instrument, stock index, securities index, or any contract for future delivery based in any way on securities or equity securities on any contract market.
