Establishes within the Department of State the position of Assistant Secretary of State for South Asian Affairs, to be appointed by the President with the advice and consent of the Senate.
Specifies that such Assistant Secretary shall have responsibility within the Department of State with respect to India, Pakistan, Bangladesh, Sri Lanka, Nepal, Bhutan, and Afghanistan.
