Waives the liability of a named individual to repay a specified sum determined to have been improperly advanced to him by the Farmers Home Administration for temporary living expenses. Authorizes and directs the Secretary of the Treasury to pay to that individual any amounts received or withheld from him on account of such improper advancement.
