A bill to strengthen the system of congressional oversight of the intelligence activities of the United States.
Covert Action Notification Act of 1987 - Amends the Foreign Assistance Act of 1961 to require the President to make a written finding that a Central Intelligence Agency operation in a foreign country (other than an intelligence gathering operation) is important to the national security and to furnish a copy of that finding, before the start of such operation, to specified members of the Congress and to the Vice President, the Secretaries of State and Defense, and the Director of Central Intelligence.
Amends the National Security Act of 1947 to delete the provision that authorizes deferral of notice to the Congress of such intelligence activity.
