Amends the Federal Tort Claims Act to permit actions to be brought against the United States for money damages for injury, loss of property, or death due to exposure to radiation based upon an act or omission of a Government contractor in carrying out a nuclear weapons testing program. Provides for substitution of the United States as defendant if such actions are brought against the Government contractor.
Limits attorney fees in such actions to 25 percent of the judgment or settlement. Provides criminal penalties for attorneys who violate such restrictions.
