Deems a named individual to have elected, on a specified date, to waive entitlement to his military retired pay and to receive in lieu thereof a civil service retirement annuity based on his combined military and civil service. Directs that payment of a survivor annuity based on such individual's civil service retirement annuity commence with the first month beginning after enactment of this Act.
