Amends Federal armed forces provisions to permit military members to wear items of religious apparel while wearing the uniform of the member's armed force.
Authorizes the Secretary of the military department concerned to prohibit the wearing of such an item: (1) if it is found to significantly interfere with the performance of duty; or (2) if it is not neat and conservative.
Directs the Secretary concerned, within 120 days after the enactment of this Act, to prescribe regulations concerning the wearing of such apparel.
