A bill to require the Secretary of Agriculture to establish an advisory committee to study the economic impact of prohibiting the lease and transfer of Flue-cured tobacco acreage allotments and quotas for the 1987 and subsequent crops of Flue-cured tobacco.

Requires the Secretary of Agriculture to establish an advisory committee to study the economic impact of prohibiting the lease and transfer of Flue-cured tobacco acreage allotments and quotas.

Requires the committee to submit such study to the Secretary by September 1, 1987, or 90 days after enactment of this Act, whichever occurs later.
