Directs the Secretary of Agriculture to release a reversionary interest of the United States in specified land in Putnam County, Florida, in exchange for the State of Florida agreeing to a similar restriction on other specified lands.
Directs the Secretary of the Interior to convey U.S. mineral rights in the original, restricted lands. Requires the State of Florida to pay fair market value and administrative and other costs for the conveyance of such mineral interests.
