Requires that the rate of pay for Members of Congress be determined as if the recommendations of the President on January 5, 1987, relating to such pay rates has been disapproved. Provides for the recovery of any overpayments attributable to enactment of this Act.
Amends the Federal Salary Act of 1967 to provide that the recommendations on compensation for Members shall be effective only if they are approved by the Congress by joint resolution not later than 30 days after the date on which such recommendations are transmitted to the Congress. Requires a recorded vote on such joint resolution.
