Amends the Merchant Marine Act, 1928 to prohibit any vessel operated by or for the U.S. Government from being repaired, rebuilt, reconstructed, or reconditioned in a foreign shipyard, unless: (1) the work done is of an emergency nature; or (2) the foreign shipyard is operated by the U.S. Government.
Directs the Secretary of the agency authorizing the emergency work in a foreign shipyard to report to the Secretary of Transportation the details of such emergency.
