A bill to modify the provision of law which provides a permanent appropriation for the compensation of Members of Congress, and for other purposes.
Congressional Pay For Performance Act - Provides that if the Congress has not passed all general appropriation bills before the beginning of a fiscal year, then the permanent appropriation for the compensation of Members of Congress shall not be effective for such fiscal year.
Prohibits the House of Representatives and the Senate from considering the legislative branch appropriation bill for any fiscal year until other general appropriation bills for such fiscal year have been presented to the President.
