Amends the Agricultural Act of 1949 to permit a producer of corn and oats, beginning in 1987, to plant more oat acreage than his or her permitted farm acreage base for oats and barley without losing eligibility for feed grain agricultural program benefits. Stipulates that excess oat and barley planting will result in benefits loss for oats and barley.
Directs the Secretary of Agriculture to establish a uniform date for producers in a county to certify their corn and oats acreage.
