United States-Mexico Border Revitalization Act - Authorizes the President to negotiate an agreement with Mexico to establish a United States-Mexico free trade and co-production zone. Sets forth specific requirements for such agreement relating to tariff and income incentives and labor and capital utilization.
States that such an agreement shall not enter into force until the President submits the implementing bill and other related information to the Congress and the bill is enacted into law. Provides for expedited consideration of the implementing bill.
Requires the President to report periodically to the Congress, detailing any progress in negotiations under this Act.
