Extends for 60 days from January 17, 1987, a temporary prohibition on strikes or lockouts with respect to the Long Island Rail Road labor-management dispute.
Directs the National Mediation Board to appoint a three-member board to report to the Congress its recommendations for a proposed solution of such dispute. Requires submission of such report no later than ten days before the expiration of the 60-day period.
