Disapproves the President's certification for U.S. assistance to Peru under provisions of the Foreign Assistance Act of 1961 relating to countries that fail to take adequate measures to prevent narcotic drugs and other controlled substances from being sold illegally within the jurisdiction of such country to U.S. Government personnel or from entering the United States unlawfully.
