A joint resolution proposing an amendment to the Constitution of the United States to provide that appropriations made by the United States shall not exceed its revenues, except in time of war or national emergency.

Constitutional Amendment - Prohibits total Federal appropriations or expenditures from exceeding total revenues during any fiscal year. Authorizes the suspension of such prohibition in time of war or national emergency by a concurrent resolution which has passed each House of the Congress by an affirmative vote of at least two-thirds of its authorized membership.
