Authorizes the Philippine Scouts and United States Veterans' Association of America to establish a memorial on Federal land in the District of Columbia or its immediate area to honor the Philippine Scouts and to honor Filipino veterans who served in the U.S. Army during World War II.
Prohibits the United States from paying any expenses of the establishment of such memorial.
