Authorizes the establishment of a memorial on Federal land in the District of Columbia or its environs to honor members of the American press and other news media who have been killed while covering an armed conflict.
Requires the memorial to comply with the requirements of Federal law relating to commemorative works on certain Federal lands in the District of Columbia and its environs.
Prohibits the United States from paying any expense of establishing the memorial.
