Establishes a Joint Committee on Intelligence to make continuing studies of the intelligence matters of the Government. Declares that such Committee shall be the primary recipient of classified or unclassified intelligence information coming from the President to the Congress. Requires all bills, resolutions, and other matters relating to intelligence matters to be referred to the Joint Committee. Authorizes the Committee to classify information originating within the Committee in accordance with standards for classifying restricted data or defense information.
