A joint resolution proposing an amendment to the Constitution of the United States to prohibit Members of Congress from determining their own compensation.

Constitutional Amendment - Creates a commission to establish the annual rate of pay for Members of Congress on January 1 of each odd-numbered year. Makes March 1 of that calendar year the effective date for such annual rate of pay.

Makes appropriations to the Commission for purposes of carrying out its duties.
