Establishes the United States Commission on Improving the Effectiveness of the United Nations to examine and evaluate the strengths and weaknesses of the United Nations system and to submit to the President and the Congress recommendations on ways to improve its effectiveness and the role of the United States in such system.
Sets forth specified items which the Commission should focus on in carrying out its duties. Requires the Commission to transmit to the President and the Congress a report containing a detailed statement of its findings, conclusions, and recommendations, including minority views. Authorizes the Commission to receive private contributions, subject to certain size limitations and disclosure requirements. Terminates the Commission 60 days after the submission of its report.
