Declares that the Congress: (1) extends its appreciation to President Virgilio Barco and the Colombian people for their courage in apprehending Carlos Lehder and extraditing him to the United States; (2) commends President Barco for his courage; (3) urges the Colombian Government to continue its efforts to extinguish the illicit production and trafficking of drugs in that nation; and (4) reaffirms its intention to work with the Colombian Government in combating drug trafficking and drug abuse in both countries.
