Requests the President to establish a cooperative international research program concerning the greenhouse effect of increased concentration of carbon dioxide and greenhouse gases in the Earth's atmosphere.
Requires any such program established by the President to be started during or before 1991, which shall be known as the International Year of the Greenhouse Effect.
Provides that such program should be coordinated on behalf the United States by the Chairman of the National Academy of Sciences and the Secretary of Commerce, acting through the Director of the Climate Program Office in the National Oceanic and Atmospheric Administration.
