Supports the President in seeking global measures regarding the adverse effects resulting from the release of chlorofluorocarbons through the adoption of a protocol to the Vienna Convention for the Protection of the Ozone Layer.
Urges the President to negotiate: (1) an immediate reduction on the use of chlorofluorocarbons; (2) the expeditious development of safe, effective, and nontoxic nonozone depleting chemicals; and (3) the elimination of fully halogenated chlorofluorocarbons that may deplete the ozone layer.
