A concurrent resolution expressing the sense of the Congress that the United States should develop a national policy and enter into international agreements to mitigate global warming from the greenhouse effect.

Expresses the sense of the Congress that: (1) the Congress and the President should implement a national energy and natural resource policy to mitigate global warming caused by the greenhouse effect; and (2) the President should encourage and participate in international agreements to implement international strategies compatible with such policy.
