A concurrent resolution expressing the sense of the Congress that the National Aeronautics and Space Administration should develop and maintain a crew rescue capability in support of the Space Station Freedom.

Expresses the sense of the Congress that the Administrator of the National Aeronautics and Space Administration should: (1) develop a permanent crew rescue capability in support of the Space Station Freedom as an integral element of the space station program, reporting to the Congress on progress; and (2) base a permanent crew aboard the Space Station Freedom only when such rescue capability is in place.
