Calls upon the Soviet Union to: (1) withdraw Soviet troops immediately from Afghanistan, restore Afghan cultural institutions and human rights, and allow the verification of this restoration by international organizations; (2) release Afghan children being held in the Soviet Union against their will, or without the knowledge or consent of their parents; and (3) pending such release, permit parental access to the detained children, make public their names and locations, and permit an international organization to verify that such parental access and public disclosure are being carried out and that the children are not being abused or tortured.
