Expresses the sense of the Congress that, unless certain conditions are met by the Panamanian Government within 30 days after the enactment of this resolution, the United should: (1) cease all economic and military assistance to Panama (except for humanitarian assistance); and (2) suspend all shipments of military equipment and spare parts to Panama.
States the conditions that should be met by the Panamanian Government as: (1) the demonstration of substantial progress toward civilian control of the Panamanian armed forces; (2) the establishment of an independent investigation into alleged illegal actions by members of the Panama Defense Forces; (3) the establishment of a nonmilitary transitional government; and (4) the restoration of freedom of the press and all other constitutional rights in Panama.
