Expresses the sense of the Congress that the President should request that West Germany and Japan enter into negotiations with the United States for the purpose of establishing a more equitable distribution of the defense burden in the Persian Gulf.
Specifies that an equitable level of assistance for West Germany and Japan should be not less than: (1) a contribution to the total forces necessary to defend the interests of the Western Alliance in the Persian Gulf region of 30 percent and eight percent of such total for Japan and West Germany, respectively; or (2) a comparable level of monetary compensation to the United States for this Nation's additional costs of assuming an inequitably large share of the defense burden in the Persian Gulf.
