Declares that the Congress: (1) supports the full and strict implementation of the July 29, 1987, agreement between Sri Lanka and India concerning the Sri Lankan civil war; (2) urges the President to express support for the agreement; (3) should consider the appropriation of additional funds for assistance for Sri Lanka; (4) should give priority for such assistance to people and communities most seriously affected by the civil war; (5) expresses hope that such agreement will mark a new era of openness in Sri Lanka; (6) encourages the Government of Sri Lanka to reflect in its domestic policies the letter and spirit of the agreement; (7) encourages the activation of the Sri Lankan central registry listing all those arrested, detained, and displaced during the civil war, in order to facilitate the reunion of families; (8) calls on all parties and sections in Sri Lanka to support the agreement and assist in its implementation; and (9) urges the President to publicly commend both President Junius Jayewardene of Sri Lanka and Prime Minister Rajiv Gandhi of India for their act of statesmanship and their contribution to peace in Sri Lanka.
