Declares that the Congress recognizes the importance of the agricultural export enhancement program under the Food Security Act of 1985: (1) to multilateral trade negotiations; (2) to counter agricultural subsidies and unfair practices of foreign countries; and (3) as a transitional tool in implementing such Act.
Expresses the sense of the Congress that the Secretary of Agriculture should provide sufficient funding under the Commodity Credit Corporation Charter Act for FY 1987 through 1990 to carry out agricultural export enhancement initiatives.
