Expresses the sense of the Congress urging the President to: (1) make development of agricultural markets in developing countries a high priority of foreign economic policy; and (2) make more effective use of the food aid and agricultural export development tools provided in the Food Security Act of 1985 and other laws by developing, on a country-by-country basis, a comprehensive program of food aid and economic development assistance to build future foreign commercial markets for U.S. agricultural products.
