Expresses the sense of the Congress that the President and the Secretary of Commerce should: (1) commence negotiations with the Government of Japan to remove Japanese restrictions preventing U.S. construction firms from competitively bidding on public construction projects in Japan; and (2) if such negotiations are unsuccessful, consider imposing restrictions on bidding by Japanese firms on public construction projects in the United States.
