Affirms the right of labor organizations and employers to engage in collective bargaining designed to address the needs of older persons affected by pension plan terminations.

Applauds private efforts to supplement the public system of pension guarantees. Expresses the sense of the Congress that such efforts are consistent with the purposes of the Employee Retirement Income Security Act of 1974.
