Expresses the sense of the Congress that if the Soviet Union agrees to mutual verifiable reductions in the overall number of strategic, offensive nuclear weapon launchers and warheads, the United States should agree to mutual and verifiable restrictions (consistent with the 1972 Treaty on the Limitation of Anti-Ballistic Missile System as traditionally interpreted) on the development and testing of strategic defensive systems.
