Urges the President to restructure U.S. policy with respect to the countries of Indochina in order to secure the release of any American prisoners of war and an accounting of Americans missing in action.
Recommends that: (1) the President assign to the Secretary of State the responsibility to develop and direct the implementation of this new policy; (2) an ambassador be appointed to represent the U.S. Government in all its relations with the governments of Indochina; and (3) all departments and agencies of the U.S. Government support the implementation of such policy.
