Amends the Tennessee Valley Authority Act of 1933 to revise provisions regarding the composition, operation, and duties of the Board of Directors of the Tennessee Valley Authority. Increases the membership of the Board from three to nine members. Specifies the States in which certain members shall be residents.
Requires the Board to: (1) direct the management of the Authority's business; (2) establish management policies and a system to fix responsibility and promote efficiency; (3) appoint, and delegate management duties to, a Chief Executive Officer; (4) create an electric rate review committee; (5) create an audit committee; (6) create other committees as necessary; and (7) conduct public hearings on issues that would have a substantial effect on people of the region.
Authorizes the Board to: (1) establish an annual fund to make awards to employees for meritorious service; and (2) authorize supplemental payments to the basic pay of those employees hired when certain recruitment or retention problems exist.
Transfers the authority to appoint personnel from the Board to the Chief Executive Officer, with the advice and consent of the Board.
Amends the Inspector General Act of 1978 to extend its provisions to the Tennessee Valley Authority.
