Amends Federal law regarding emergency relief projects for specified Federal aid highways (including Interstate highways) to increase from $30,000,000 to $100,000,000 the amount of funds which may be obligated in any State for natural disasters and catastrophic failures occurring in 1986.
Declares the Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands to be States for purposes of emergency relief assistance eligibility. Imposes a $5,000,000 annual limitation upon such emergency relief funding for the territories collectively. Makes such eligibility retroactive to April 15, 1983.
Amends the Flood Control Act of 1948 to increase from $30,000,000 to $40,000,000 the annual limitation set on small flood control projects constructed by the Corps of Engineers.
