Deems a retired civilian ships' officer of the National Oceanic and Atmospheric Administration to be entitled to medical, surgical, and dental treatment and hospital care in the manner and to the extent that any person would be entitled to care under certain provisions of the Public Health Service Act, effective as of August 1981.
Directs the Secretary of the Treasury to pay such individual's spouse a sum to be determined as reimbursement for treatment and care expenses paid before enactment of this Act.
