Expresses the sense of Congress that: (1) Federal nutrition programs, including the food stamp, child nutrition, and elderly feeding programs, should be protected from budget cuts; (2) the WIC (supplemental food program for women, infants, and children) should be funded at a level that would at least maintain the FY 1983 year-end case load; and (3) the Federal Government should maintain primary responsibility for nutrition programs.
