Department of Defense Renewable Energy Utilization Act of 1982 - Directs the Secretary of a military department concerned to procure energy systems powered by solar or other renewable forms of energy which are cost effective when energy systems are needed for new facilities, mobile power systems, and other uses. Expresses the sense of Congress that up to 20 percent of the amount spent upon such systems should go to small business concerns.
Directs the Secretary of Defense to report biennially to the appropriate committees of Congress on studies conducted to identify applications of renewable energy forms to Department needs.
