Expresses the sense of Congress that: (1) national efforts to reduce hunger and malnutrition should continue; (2) a national commitment to vital child nutrition programs should continue; and (3) the Federal Government should retain primary responsibility for child nutrition programs and such programs should not be included in block grants.
