A bill to amend title II of the Social Security Act to provide a flat increase of $10 a month in the amount of the benefits for which a retired or disabled worker is otherwise eligible, with proportionate increases in any benefits payable to the worker's dependents and survivors, in order to reflect the rising cost of gasoline (particularly the portion of such cost which is attributable to higher Federal excise taxes).

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to add $10 a month to an individual's benefits.

Directs the Secretary of Health and Human Services (formerly, the Secretary of Health, Education, and Welfare) in computing cost-of-living increases in benefits to disregard any portion of the increase in the Consumer Price Index which is directly attributable to increases in retail gasoline prices resulting from higher Federal excise taxes on gasoline.
