Amends the Elementary and Secondary Education Act of 1965 to require a State or local educational agency applying for assistance under such Act to establish and implement standards of educational proficiency applicable to public school students.
Establishes the National Commission on Basic Education and directs it to: (1) establish proficiency standards; and (2) review and approve or disapprove State or local educational agency plans implementing such standards.
Authorizes the Commissioner of Education to financially assist such agencies in preparing educational standards plans.
Directs the Commissioner to make proficiency examinations directly available to public school students in districts where State proficiency plans are not in effect.
