Amends title V (Post Employment Conflict of Interest) of the Ethics in Government Act to specify that the current prohibition against executive schedule and certain other high-ranking Government officials acting on behalf of other persons within a two-year period after their Government employment ends, shall apply only where such activity is by personal presence.
Stipulates that the current prohibition against executive schedule and certain other high- ranking Government officials representing, or making communications on behalf of, persons on matters pending before their former agency within one year after their Government employment ends, shall apply to a person employed on active duty as a commissioned officer of a uniformed service at a pay grade of 0-7 or 0-8 where such person has significant decisionmaking or supervisory responsibility, and otherwise shall apply to such persons at a pay grade of 0-9 or above.
