Extends to three years the time during which certain former officers and employees of the executive branch, independent Federal agencies, or agencies of the District of Columbia are prohibited from appearing before any Federal court, department, or agency for anyone other than the United States in proceedings connected with their former duties.
Prohibits certain Federal employees paid under the Executive Schedule from holding a position with an independent regulatory authority and any other executive agency within any 12-month period.
