A bill to provide that public works projects of the Army Corps of Engineers in areas of high unemployment shall utilize not less than 40 percent local workers.

Requires that contracts for Army Corps of Engineers public works projects in high unemployment areas include a provision that at least 40 percent of persons employed thereunder be local workers.
