National Social Security Lottery Act - Establishes the National Lottery Commission to assist in financing programs under Title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act.
Authorizes the Commission to establish a lottery and to issue regulations governing the operation of such lottery.
Requires that the total amount of prizes paid in any fiscal year shall not be less than 40 percent of the revenues received in that year.
Prohibits the sale of tickets by anyone other that an qualified employee of the U. S. Postal Service and prescribes a fine of $500 for violations of specified regulations.
Directs that revenues from the sale of tickets after payment of operating costs and prizes shall be deposited in the Federal Disability Insurance Trust Fund and the Federal Old-Age and Survivors Insurance Trust Fund.
